BL602 DiagnosticDataProviderImpl::GetWiFiVersion and other functions look pretty broken #25546

My understanding is that this should return the wifi version being used right now to connect to the AP. It just always reports "a" (aka 0).

And DiagnosticDataProviderImpl::GetWiFiChannelNumber always reports a channel number of 0.

And DiagnosticDataProviderImpl::GetWiFiRssi always returns success while leaving the outparam with whatever random value it had.

These functions should return failure if not implemented, not just return garbage to callers.
