Problem

See #7800 (comment): right now the python controller can only connect to on-network devices that are running CHIP on the default CHIP_PORT, because there is no way to specify the port number when doing connect -ip.

Proposed Solution

Allow passing in a port number.

Note that this might become irrelevant once we have operational discovery set up and are discovering the port via mdns.
