Disable the path filter for IM read.

Problem

Currently in master, we have enabled path filter for IM read, in spec, it is allowed to have multiple duplicated/overlapped path, there exists violation between code and spec, we would disable this path filter per @bzbarsky-apple 's suggestion.

At the same time, we file https://github.com/CHIP-Specifications/connectedhomeip-spec/issues/4045 to sort out right behavior.
