In particular, CMAKE_SHARED_LINKER_FLAGS_DEBUG should have -Wl,-z,defs

Noah suggested adding this near line 24 of cmake/PackageBuilder.cmake, my first attempt didn't work so I'm leaving this as a reminder to mess with that a bit more later
