Problem:
I'm using PrusaSlicer-2.6.0-alpha4
I'm printing a model that I'd like to use raft layers for as it's tall and has a small contact area with the bed.
I've enabled the organic supports feature to help support an overhang that's higher up on the model, and overhanging geometry that grid or snug would need to build on top of to reach.
I intended to avoid using a brim since there are chamfers on the bottom edge.
I'm using for support enforcers only, however, the other modes don't change the outcome.
My Gcode generates fine, but no raft layers are visible and I get an error message saying:
"WARNING: Empty layer between 0 and 0.72."
If I switch to Grid or Snug the raft layer generates correctly.
Expected:
Enabling raft layers should create a raft underneath my part.
I don't know if that would mean rafts would generate under the support material as well, however, I personally wouldn't mind that.

Project file & How to reproduce
Scale Heat Break.zip
I've zipped the 3mf file linked here.
Steps to reproduce seem to be just enabling organic supports, and adding 1 or more raft layers.
