Create New Relic incidents from reload failed data in Butler

New Relic accepts data through several channels such as metric, event and log APIs.
The event API has a subcategory which is incidents.

This way Butler can create incidents right away in NR, without having to go via NR logs or events.
This may be preferred in scenarios where focus is to get alerts out to stakeholders, rather than also analyse the reload failures in NR.
