Parameter to force source files to get "old enough" before being picked up for conversion

I am running PlexCleaner through a CRON job. I was wondering if that CRON job accidentally starts WHILE a videos is currently being downloaded.

Is it possible that the input file gets corrupted and only processed halfway (to the point where it's being downloaded)?

Is there a PlexCleaner parameter that can solve this problem? E.g. tell it to not process files that are newer than last 1 hour.
