Warning Popup on Editing a Page that has Revision

Could we have a warning pop up and limit editing when a user with full editing privileges clicks edit on a page with a revision? This would be similar to the warning that pops up when you try to edit a page that a user is currently editing.

It would be nice to be able to adjust the severity of the limitations in settings.
Just a warning at the top of the page.
Popup box that needs to be dismissed
Popbox that can not be dismissed.
