Need a solution for 3.11 branch for the issue described in #2305, the original fix is not backportable.

Affects sync and pulp-2to3-migration(if the modified stage is used). closes pulp#2326 Mostly a cherry-pick from c6b97ca. Resolved conflicts + added handling of duplicates in one batch, needed for pulp-2to3-migration.
