Support single file native binary policy packs

Issue details

Consider supporting single file native binary policy packs, i.e. via https://github.com/vercel/pkg for node and https://github.com/indygreg/PyOxidizer or similar for python. That way, users won't have to have node or python setup on their machine, and dependencies won't have to be installed as part of installing a policy pack.
