Tests are failing with label diffs on Bucket. Related: pulumi/pulumi-gcp#2357 (comment). Once that is fixed, we can probably 🚢 .

Tests are passing in #831. There's a few separate commits to ensure the macOS runner didn't run out of disc space, but the tests are good to go on alpha-2.
