Plugin: Announcer

Write a repeater for announces, when should be handled at time, but activity on channel has occuret after handle time in tolerance +25% of announce interval.

Announces will be added to queue of inactivity channel unhandled announces ad process it when activity has occured.

Repeater is DISABLED at default.
