Manifest and Service Worker won't save?

I'm very new to this, so I'm probably doing something wrong but my report card says that both my Manifest and Service Worker sections are 0.
I've tried to fill out the manifest options, but when I click "Done" it does not save. My Manifest section is still 0 and when I go back to the Manifest options either nothing I filled out is there or it's only partially there.

Same thing happened in the service worker, I chose one and clicked "Done" and nothing.

I'm guessing I'm probably missing something obvious and that's just not how to do it or there's a bug, any help?
