Remove Security card and run the security tests in the background

The security card has always required 3/3 for packaging and its test are checking things that every website must have. This means if the security tests fail, nothing else will really work anyway.

We should run the security tests in the background and if they fail, show a prompt letting the user know.

If they pass, then they will make it through to the rest of the report card page.
