isnull returns a boolean for array-like inputs #1755

In numpy

>>> np.isnan([[False]])
array([[False]], dtype=bool)

In pandas

>>> pandas.isnull([[False]])                                                  
False

>>> pandas.isnull([[1],[2]])
False

I would expect these to return arrays for array-like input. Is there any reason not to?
