ARM Fast Models support

I'm using pyocd to debug a cortex-m model using the CADI interface.

• I have not explored this Iris alternative
• I created a python3 port of the python 2.7 bindings for the cadi client library (SWIG-based)
• dummy CADI probe class was necessary (was able to use that to load the cadi target as a plugin)
• using a soc target class to manage the model with cadi cortex-m core targets

I cannot share that as the cadi client library is owned by arm and licensed to its customers.
any chance we can get a special license for the cadi client library from ARM?
