Looks like one of the non-ASCII install stuffs I added a while ago is choking things up. (Is it a good thing?) I’ll take a look tonight.

This is because of #7667. #7668 should fix it, but it is failing due to a failure to encode probably the stdout. We likely need to use some of the "safe" path printing functions in the code in addition to the functional change.
