The xonsh project seems heavyweight enough that moving fast to support new python interpreters or being robust against shell/dependency changes with it on board is getting troublesome for virtualenv. Spin off into a plugin instead of supporting it as core. Request for plugin domain under xonsh/xonsh#3689

Done via #2160, upstream can take the rest of the migration.
