Document enabling signals on jvm?

I'm not quite sure if this is relevant, so if you could take a quick look. Some signal handlers? are not enabled by default? from https://docs.oracle.com/javase/10/tools/java.htm

-XX:+AllowUserSignalHandlers
Enables installation of signal handlers by the application. By default, this option is disabled and the application isn’t allowed to install signal handlers.

Hi @jwhitlark did you run into cases where you weren't able to install handlers?
