Add API method(s) to modify web-seeds

There is a method (#get-torrent-web-seeds) to retrieve the web-seeds.
However, it is currently not possible (to my knowledge), to modify them via API.

It would be great to be able to do that, like addWebSeeds/removeWebSeeds.

p.s. is it maybe currenlty possible to add web-seeds using addPeers?
