Suggestion

Pretty much what the title says, add support for adding new and editing existing web seeds (also called "HTTP Sources") in both the web API and web UI.

Currently there exists only a single API to retrieve the list of web seeds but nothing to add or edit seeds.

Use case

Same as Qt GUI

Will put up a PR for the WebAPI. Then we can tackle the WebUI.

Will use this issue for the WebAPI and leave #8475 for the WebUI.
