Missing releases for 3.0.14+quic and 3.1.6+quic

There's no release for 3.0.14 in this repository. There is a 3.0.14+quic tag in the repository, but that seems incomplete:

1. SHLIB_VER in VERSION.dat is the openssl upstream 3, not 81.3
2. Missing include/openssl/quic.h in make install

The FreeBSD ports that I maintain, have all the CVE's of 3.0.13 and 3.1.5 backported.

Can you please create releases for 3.0.14 and 3.1.6? People using the ports get pestered by Vulnerability Management teams or tooling that they have vulnerable versions.
