setup-r-dependencies fails on debian docker images such as rocker/r-base (or its derivatives). It is because pak:: pkg_system_requirements does not support debian.

I understand that setup-r-dependencies is designed only to work with github runner systems but not docker images. It would still be nice to have a setting to make running pak:: pkg_system_requirements optional as the system requirements are often come with the docker image (or user can easilly install them via apt-get).

With the v2 branch they are turned off by default on distros that are not supported.
