Store left in the list of running stores after a crash of the Ra server

If the Ra server exits for another reason than an explicit ask from Khepri (a crash or whatever), Khepri won’t update the list of running stores.

We saw this causing an issue in khepri_mnesia_migration’s handle_fallback() function because it uses that list in its own check of migrations that might be in progress.
