ERROR:  Error installing devise:
        The last version of responders (>= 0) to support your Ruby & RubyGems was 2.4.1. Try installing it with `gem install responders -v 2.4.1` and then running the current command again
        responders requires Ruby version >= 2.4.0. The current ruby version is 2.3.3.222.

how to update from one version of ruby to another.??

This might be too late , but to update Ruby , you have to remove it completely or use RVM.
Not the same in the case of Rails.
