This could be implemented as a plugin, but since it requires configuration of launch flags it might be better to integrate it directly with murkmod.

RootFS verification is already disabled when using murkmod, so it's really easy to simply append to chrome_dev.conf. Also, Lilac is unmaintained, use policyedit. That should make it easier to implement, and it would be user-editable as it utilizes a json file to dynamically edit policies rather than requiring code changes and recompilation.
