Finding best placement

Right now we're running kmeans with randomly initialized starting points to find the optimal machine placement. Due to the random starting points, the solution may converge to a far from optimal solution. Suggested possible solutions: Run kmeans multiple times and take the best result, or use Expectation Maximization algo instead.
