Can create Policy Server with partially filled source authority

Current Behavior

I forgot to add the CA of my internal registry, hence I went did these steps:

• go to the policy servers table
• edit the config of the policy server
• go to the "container registry" section
• upload the PEM file from my disk
• press the "save" buttong

There was no validation done against the "registry URI endpoint", I accidentally left it empty.

Expected Behavior

Save should not be allowed unless all the mandatory fields are submitted
