Currently node sync is handled by a specialized service in the gateway, but with the addition of the generic delegate service, we should replace the old sync logic (in metrics and logging plugins) to use delegates instead.

Bumping this to high priority since I ran into an issue with the current Sync behavior in HR when many clusters are connected. Possibly caused by an agent becoming unresponsive and failing to respond to a sync message in time.
