Docker 19.03 introduces an experimental rootless Docker mode, complete support 19.03 will not be as simple as before. We need to do a PoC first.

newuidmap and newgidmap needs to be installed.
Currently the default default console does not integrate them.
We may consider supporting rootless mode later.

Verified fixed
I tested the use of RKE to install kubernetes on docker-19.03.0 and docker-19.03.1, working fine in my environment.
