Add E2E test for the air-gapped installation #526

We need to add an e2e test for the air-gapped installation of turtles. This test should include:

Loading CAPI/CAPI Operator/CAPRKE2 images into Kind cluster.
Loading CMs with the CAPI/CAPRKE2 manifests into the Kind cluster.
Installing turtles helm chart with image and fetch config overrides for CAPI/CAPRKE2
Checking that all controllers are up and running

Running any workload clusters is not required for this test.
