add helper to map cut script kernel module dependencies to kconfig

While looking at @pevik's multi-arch kconfig proposal in #209 , I was wondering how else we could make kconfig generation / maintenance a little less painful. One thing that came to mind was a tools script that maps cut script kernel module dependencies to kconfig parameters.
