Giveaway detector

Would be pretty cool to detect if a giveaway is currently running and emit an event.
It would go something like this: Take the last 10-20 messages from the chat, if one message has a lot of occurrences (maybe 75% or more), log the event and stop checking for 10 or 15 minutes.
