[types]: DataFactory should extend RDF.DataFactory

Currently DataFactory is defined as a namespace. It should be made an interface that extends RDF.DataFactory:

DefinitelyTyped/DefinitelyTyped#70614 is open to resolve this; there are some concerns over possible breaking changes - I will leave that PR open until the end of the week; if you have concerns that DefinitelyTyped/DefinitelyTyped#70614 may cause breaking changes in your codebase please test those changes in your downstream codebase before the end of the week.
