Addons: de-activating/hiding a version doesn't purge the cache

This is similar to #11291 but instead of being tied to a build process, we need to write a hook in the Django form directly. Immediately at that time, we know if we will need to purge the cache or not. We don't have to wait for the build to complete/succeed.
