Slow updates after localization change #253

After I change a localization file, I expect npm to find the change, restart, and reload the page (locally) relatively quickly. When I was working on the #248 changes, though, I found I needed to manually restart npm in order to reload the page correctly. I'm not sure why this was happening -- do we need to change the way we load the l18n files?
