after the upgrade to renovate v38 we observed that renovate will say that branches are modified even if nothing has changed, i tested this by forcing renovate to rebase a branch and then ran it again and it said it has changed again
i fear that this pr is the cause, from what i udnerstand it look on the base branch ?
