after the upgrade to renovate v38 we observed that renovate will say that branches are modified even if nothing has changed, i tested this by forcing renovate to rebase a branch and then ran it again and it said it has changed again
i fear that this pr is the cause, from what i udnerstand it look on the base branch ?

I have the same issue, with nearly all renovate PRs but not all. Forced rebase removes the edited/blocked notification and the second run marks it as modified again.

I don't know if it is related but since around two weeks ago the automerge is not working anymore when the default checks are enabled. ignoreTests:true automerges the PR.

By the way, we don't recommend you ignore tests when automerging, as you may end up with a broken build. 😉

It's okay to ignore tests to debug things, but you should not use that config long-term.
