Add support for maven site.xml

Maven site.xml files can contain dependencies as part of skin such as fluido

It would be nice to have this file supported by renovate as this file is often missed.

xsd is attached in the file. Its more or less very similar to the pom.xml.

I'll get a repo together and try to see if I can contribute this feature as well. It may take me a while.

As to documentation, the XSD https://maven.apache.org/xsd/site-2.0.0.xsd which was in the links provided. That is the only documentation I'm aware of. The landing page shows is physical usage and the file itself which was my second line contained the xsd. Traditionally maven has been lacking on documentation. There are other files around maven that have similar use-case that isn't supported by Renovate currently. In my view I just see this as a variation of pom.xml and logic for pom.xml is probably mostly reusable as the variation is only a difference in the tag (ie instead of 'dependency', its 'skin').
