Remove the "blueprint stream" API surface

In the Rerun SDK the RecordingStreamBuilder takes an argument for whether you are creating a Recording Store or a Blueprint Store. This model is somewhat at odds with the proposal that a blueprint should only be transmitted as a "complete" data-structure.

Although we may want to use some of this same mechanism internally, it really should not be visible in the public APIs
