Found it. It was Netlify. the netlify build CLI command is pulling environment variables from the netlify site configuration, rather than using the local CLI session environment. On Netlify, I had stored the cloudflare R2 secret access key as a secret without a value in the dev context, as it warns it will be visible. I figured this was irrelevant at the time.
