Recently there were some issues when compiling REST with Geant4 enabled #213.

Probably those problems could be early identified if the cmake system prevents the user that restG4 needs to be compiled against Geant4 using c++17. And avoid adding to the compilation restG4 as soon as no compatible Geant4 installation is provided.
