OpenStack GitLab Autoscaling CI

Once OpenStack is set up, we should set up the same autoscaling CI that we currently have on AWS using our OpenStack cluster. This will help save some money and provide more diverse CI options for our members.

While it's geared towards AWS, this article is a good guide about how autoscaling CI works and how to configure it.
