Add Contributing Guidelines

If someone wants to help out with the Operations Program, we should have contributing guidelines set up for them so they know how to get started, and where all our various repositories and resources are.

Tasks

All of the following tasks must be complete before this issue can be closed. Be sure to reference this issue in the relevant issues/PRs in other repositories.

  • Create CONTRIBUTING.md in this repository
  • Set guidelines for contributing to the Operations Program
  • Link to all relevant repositories and resources
  • Provide contact information so people know who to ask to get more involved
