Update device state via flow

Hi.
Would it be possible to add a flow card to update a devices on/off state (without actually turning it on or off)?
The problem with harmony is that when someone operates the device with the original remote, the device state in Homey will be wrong.
If I had the option to change the device state i could use a power plug with metering to determine if the device is actually on or off.
Ex:
If: power changes
And: effect is higher then 30watts
And: TV is off
Then: change device state to on.
