clean up master

The last few commits on the master branch back in early March 2024 were not great. There was:

• a fix for Production Docs: FX data: Initialise the spot FX data in MongoDB from .csv files; error in repocsv_spotfx_prices.py  #1346
• some commission value updates
• a new utility script
• a dependabot recommendation to update the PyYAML from 5.3.1 to 5.4 (which broke the CI build)
• a bunch of weird crypto spread roll calendar files, with names that are illegal on Windows
• some commission report type changes

None of these should really be on the master branch at all. It looks like Rob later did all the commission report changes on the develop branch anyway. I propose to:

• make sure all the 1346 changes are on develop
• make sure all the commission report changes are on develop
• cherry pick the utility script onto develop
• copy the crypto spread files somewhere, with no asterisks in their names
• revert the branch to commit a86f688
