Release for Robolectric 4.12

@Bencodes I have made some PRs to update dependencies for Robolectric 4.12. You can check whether we need to do more. If not, maybe it needs your help to release a new version to GitHub and bcr.

@Bencodes Looks like the current workflow can't detect tag like 4.12. It prefer tag like 4.11.1.

I still keep the 4.12 release but with prerelease tag.
