Add emergency stop if the encoders ratio is bigger than a threshold #53

In case the joints encoders have spikes, it would be nice to have an automatic emergency stop if the encoders ratio is bigger than a threshold. To be implemented in the current release.

Feature added with this commit: ab14051

Closing the issue. Tests on the real robot are required: I will keep track of these tests in the associated PR
