Release 0.22.1 soon to be EOL

The release will soon be removed from DockerHub.

According to DockerHub the image was last pulled 5 hours ago.

I have located 4 repositories using SourceGraph

Searching globally for rojopolis/spellcheck-github-actions@0.22.1

PRs for assisting update will be created and the removal from DockerHub will have to wait a little.

CSCfi/swift-browser-ui already uses Dependabot configured for GitHub Actions and the devel branch was updated to 0.29.0, so no need to do any more in this regard
