[Feature] Allow "viewer" role users access to Firmware/BIOS menu. #955

Currently user's with the permission role "viewer" do not have access to the Firmware/BIOS option located within each platform's overflow menu.

As a feature request, I think it would be nice if all users could downloads these files similar to how they are able to download ROM files.
