Proposal Details

• Make rooch tx as an alias to rooch transaction #2468
• Provide rooch tx build generate a RoochTransactionData via argument, and output tx hex or write to a file. #2471
• Provide rooch account sign_tx or rooch tx sign? to sign the output tx from rooch tx build, and output tx hex or write to a file. #2473
• Provide rooch tx submit to submit the signed tx to rooch. #2478
